I have mentioned this before "I think". Pawnee National Grasslands. 
There is a campground there it is a first come first served basis. Rates 
are really reasonable. However they allow "dispersed camping". That is 
camping a minimum of a football field (100 yds) from a road, at no fees. 
Everything would depend on continued rain and a lifting of the fire 
restrictions. Just a suggestion.!.!
I know there are not many if any trees, however this type of nature and 
nights has its own beauty and peace.
