Okay, maybe it is a bit too hard to find.

Click on the link in the menu for "Community". Then there is a link in 
the side menu for 'E-mail list". There is a link for a sign-up page in 
the text of that page. The link to the archive is at the top of the 
sign-up page.

I'll make that more easily found, but not right now.
